Welcome to the New Paradigm of Mother Earth Protection Strategies.

Viewing the urgent need for vocationalising the existing careers in the fields of disaster control, management of hydrological, coastal, marine, atmospheric, geological, land, forest, wind, water, industrial and technological disasters besides biodiversity, ecology and environment, habitat, population, global warming, ozone depletion, sea level rise, wildlife, wilderness, natural resources conservation and management, a joint venture national and international education and training project has jointly been initiated.

Under this initiative, new websites are being created for hosting information as well as appropriate technologies related to disaster mitigation and management. Two hundred occasional monographs and case books are being published this year on topics like natural and man-made disasters, risk assessment, disaster mitigation, flood hazards, dambursts, tsunami, el nino, groundwater hazards, sea level rise, marine pollution and hazards, greenhouse effect, acid rain, earthquake, volcanism, droughts, famines, desertification, wildfires, biodiversity extinction, deforestation, genetic manipulation, flood forecasting, tropical cyclones, storms, hurricanes, tornadoes, lighting and frost disasters, ozone depletion, mining disasters, war, chemicals, nuclear disasters, land degradation, landslides, rockfalls, mudflows, glaciers etc.

Besides stressing on studies, research, training and consultancy in the area of disaster mitigation, IIEE will also bring out popular publications on sustainable development, biodiversity, biotechnology, energy sources, solid and liquid waste management, population control, protected area networks, fragile eco-systems, wildlife, wilderness, green movements, green philosophy, political ecology, environmentalism, eco-philosophy, global environmental facility, coastal zone management, toxic and hazardous waste management, living resources, rivers, mountains, flora and fauna, ethno-biology etc.

It should be the policy of the Government to play an active part in the international disaster for a like the International Civil Defence Organisation, Department of Humanitarian Affairs of the United Nations / IDNDR Secretariat and cooperate with institutions working in the field of disaster mitigation all over the world. Government will, therefore, actively support the Global Forum of NGOs for Disaster Reduction and other mechanism that may be involved in due course. Finally, it is realised that the Government as the major employer in the country and the private sector would promote participation of their employees voluntarily in the disaster preparedness activities at all levels. This would be achieved by facilitating participation of employees for a period of one month in any area by granting of special leave.

For speedy response to disaster situation and for effective relief operation, stockpiling of equipment, food and relief materials, emergency drugs will be created at identified depots with easy access in disaster situation and in order to integrate operation of various Ministries and Departments that will be allowed to continue to function in their own functional areas, a separate Ministry needs to be created and put under the charge of the Prime Minister.

The Indian subcontinent is highly vulnerable to drought, floods, cyclones and earthquakes, though landslides, avalanches and bush fires frequently occur in the Himalayan region of North India. Out of the 31 States and Union Territories in the country, 22 are disaster-prone.

Natural disasters are a global phenomenon and strike regardless of any national boundaries or socio-economic status of the region. This has led to a strong international fraternity defined at the highest level by several UN bodies. Interestingly, the United Nations had declared the current decade from 1990 till 2000 as the International Decade for Natural Disaster Reduction (IDNDR) with the objective to reduce through concerted international action, especially in the developing countries, the loss of life, property damage and social and economic disruption caused by natural disaster.

The experience of management of natural disasters during 1998 had revealed that the level of status of preparedness for meeting the situation effectively needs strengthening and streamlining. It has been felt that there is a need of improvement in the existing communication system. It has been decided to strengthen the Control Room on Natural Calamities as well as Offices of State Relief Commissioners by providing latest available equipment as well as technologies. We need to have proper-trained staff for operating these equipments. There is a committee for overall revamping of Natural Disaster Management in the country under the chairmanship of Central Relief Commissioner. In order to take a detailed and indepth look into all the relevant aspects of IT and Communication, there is a Sub Group under my chairmanship. Natural Disaster Management Cell, Ministry of Agriculture has taken several steps during International Decade for Natural Disaster Reduction.

Major disasters such as Uttarkashi and Latur earthquakes have been documented. Research study on landslides in Kerala has been carried out. A source book for use of trainees of the Lal Bahadur Shastri National Academy of Administration has been prepared. In addition, Ministries, NGOs, and Environmental Institutions have been involved in organising and sponsoring of programmes and seminars on various facets of natural disaster management.

Our special focus is on public education and community awareness campaigns through newspapers and postal stationery. The awareness is done through electronic media also. Documentaries have been prepared to generate awareness. We have taken initiatives towards sensitisation of students about natural disasters.

In this regard, a project has been prepared with Council of Boards of School Education. Alongwith, orientation courses are being organised in schools. Organisation of special events on the occasion of Disaster Reduction Day too highlights its significance and importance.

Human economic activities of the last century have increasingly depleted the earth's coastal and marine resources. Coral reef is full of soft corals and feather stars contact with gorganian sea fan is a habitat of fishes and moray eels.

The causes of global warming make the character of effective
remedial action self-evident. Legally binding commitments
to reduce greenhouse gas emissions are absolutely necessary.

It is our duty to protect the animals as God never wants the life of any animal as both man and animal are equally beloved to Him. The students at the IIEE Nationwide Network acquire a thorough knowledge of wildlife and natural resources conservation.
